Outgoing Public Accounts Committee chairman vents his anger

The outgoing head of the Public Accounts Committee (PAC) has lambasted government spending on IT.

Edward Leigh, the parliamentary chairman of PAC, said that the government is wasting millions on badly implemented IT.

The comments were made in an open letter to PAC's incoming chairman (PDF), and were directed at the government's "over-ambitious" and "overly complex" plans.

"Reliable information is at the heart of efficient and effective government but, where this has been recognised, too often the response has been to buy a new IT system without planning what they need and allowing for adequate testing, " said Leigh.

The MP cited the government's Rural Payment Agency as an example of a badly implemented scheme that had created problems for farmers.

Leigh also criticised the Ministry of Defence for "underestimating the complexity of the software it had agreed to create" for its £7bn defence programme.

The letter said that success in the future would require senior level engagement, and that the government should act as an intelligent client.

Leigh also argued that IT management would be better handled by making sure that there is "a means of realising the benefits of a project".

This is not News, it is a statement of fact.

Metaphorically speaking, our nuts (sorry MPs) have been buying sledgehammers to crack nuts which are created by nuts, it's all gone very nutty here.

Why else do you think we (Britain) are broke - too many nuts in our government & Civil Service.
