steven36 Posted March 27, 2017 Share Posted March 27, 2017 In a last-ditch effort to make far-right lawmakers happy, the White House and Republican leaders have agreed to change their health care bill, scrapping the Essential Health Benefits provision of existing federal law. President Trump's chief strategist Stephen Bannon sought to use the healthcare vote this week to make an "enemies list" of lawmakers who would vote "no" on the GOP initiative, The New York Times reported Saturday. Trump reportedly blamed Ryan for the failed bill's birth and demise. He's said to have told four people close to him that it was Ryan's idea, over his objections, to move ahead with "Repeal and Replace" before tax reform and infrastructure bills. "I want to thank Paul Ryan". "Paul Ryan needs to step down". Continuing a weeks-long process of decisions regarding legislation to partially repeal the 2010 health care law that fly in the face of their repeated calls for "regular order", House Republicans passed a same-day, closed rule to govern debate on the legislation. That border-adjusted approach - which opponents say would increase consumer prices - has divided Trump's White House advisers, and the president hasn't yet announced a position on it. In the middle of her speech, delivered with theatrical annunciation, Pirro paused to assure viewers that she had not spoken to Trump, but insisted the failure was "Not on President Trump, no one expected a business man to completely understand to nuances, the complicated ins and outs of Washington". "There always has been an individual market made up of entrepreneurs who own small businesses, and farmers and ranchers, and it's sort of mandatory that there be policies available to them", Kahn said. "Leaving this caucus will allow me to be a more effective member of Congress". Trump embraced Ryan's bill. Three days ago he was cheering the bill on and recommending that every House Republican vote yes. Mr Trump had promised on the campaign trail to scrap the programme, which he termed a disaster, and replace it with something "great". Trump himself was unable to convince the other Freedom Caucus members of the new bill's viability, or deal with them on provisions that they wanted altered, because he was unable to sell the bill in the first place. Ryan talked with the president, whose instincts are usually to roll the dice, about whether lawmakers should be compelled to go on the record with their votes Friday afternoon, even if the bill went down. With the Freedom Caucus driven revisions, the AHCA became the equivalent of junk insurance. Had the AHCA become law with the Freedom Caucus revisions, Republicans would likely lose their majorities in the House and Senate. It was that bad. "He needs to engage early, often, and consistently, and take his message directly to the American people on the issues he cares about", said Walsh, who argued that Trump was unnecessarily distracted on the health-care issue. Trump pledged before the U.S. election that he would quickly craft "much better health care, at a much less expensive cost". "Obamacare unfortunately will explode". "I think that this is going to end up being a very good thing". In a closed-door meeting with House Republicans on Tuesday, the president cautioned them not to be "fools". Trump surrogates are throwing Ryan under the bus. He urged Trump to go a different path: reject the Freedom Caucus and work with Democrats. Republicans don't have a majority without the Freedom Caucus and the Freedom Caucus' first and last negotiating tactic is "Give us what we want or we'll burn this place to the ground".
