Bandwidth manager

Hello everyone: this is my issue: I do have a limited internet speed (about 4mb DL) and 5/6 devices connected (among which a wired-desktop pc). Is there a way to limit the bandwidth each device can use without changing the router options and working with DHCP or Ip? I mean, is there a freeware software that can do this?

Will only work 

If you configure your pc as the internet gateway server and let it control all devices connected to your network... 

 

else

you wont be able to control the bandwidth used by your mobile devices....

as far as desktop pc and laptops are concerned, I could install the software on all of them. Mobile devices are not a problem

If you have a Asus router it has a built in option to control the bandwidth for each device.
